For a standard ground-level patio below 30 inches above grade, a building permit is typically not required for the slab itself. However, if the patio involves structural changes, is elevated, or sits adjacent to public sidewalk, permit requirements may apply. The mix and the base preparation are the two factors that matter most. Exterior concrete in Queens needs to be air-entrained to resist the expansion caused by freeze-thaw cycles. The subbase needs to be compacted so it doesn't settle and cause the slab to crack. Proper control joints also give the concrete a place to move without surface cracking.
